RULES

 

 

 

MANAGEMENT

 

1. The Management Committee will establish the following sub-committees to assist it in running the business of the Association. Each sub-committee will be chaired by the committee member elected to the position by the membership at the Annual General Meeting. All proceedings of sub-committees must be reported promptly to the full committee.

 

     

2.Duties, responsibilities, and frequency of meetings are detailed in appendices A-D to these rules.

     

 

     

3.  An Athletics Committee shall meet on the first Monday of each month. This rule shall be sufficient notice that such meetings are to be held..

 

 

 

 

 

4. That at all such meetings of the Athletics Committee three  shall be a quorum.

 

 

5. A Finance Committee, shall meet six times a year (including September).

 

 

6.Provision shall be made for a Supporters Association.

 

 

7. That prior to any business at the Annual General Meeting, the Chairman will read the names of all North Shields Polytechnic Club members who fell in the Great War and World War II.

 

 

 

MEMBERSHIP

 

 

8.That the membership be confined to amateurs ( see below )

 

Definition of an amateur

 

For Males – as defined by the A.A.A.

 

An amateur is a person of male sex who competes for the love of sport and as means of recreation, without any motive of securing any material gain from such competition.

 

Competition under A.A.A. Laws is restricted to amateur athletes who are under the jurisdiction of a Member of the I.A.A.F., and who are eligible to compete under the rules laid down by the Amateur Athletics Association.

 

 

For Females – as defined by the Women’s A.A.A.

 

 

An amateur is one who, since the age of eleven, has not competed for a money prize or monetary consideration in any Athletic Sport or Game or has been in any way interested in a staked bet or wager made in connection with any athletic competition in which she was an entrant or a competitor, who has never engaged in assisted in or taught any athletic exercise for pecuniary consideration or in any way exploited her athletic ability for profit; and who has never taken part in any athletic competition with anyone who is not an amateur.

 

 

 

9. That, subject to the approval of a General Meeting of the members, the Management Committee have the power to create free Life Memberships.

 

 

 

SUBSCIPTIONS

 

 

10. That the season be from 1st October to 30th  September and the Annual Subscription is to be paid by 31st December.

 

 

11. Those who apply for membership on or after 1st July will pay the sum determined by the Management Committee from time to time to cover the period to the end of that season, together with the appropriate Subscription for the following year which commences on 1st October.

 

 

12. Anyone interested in the activities of the Association may enrol as an Associate Member at a minimum subscription, as determined by the Management Committee from time to time.

 

 

 

 

 

 

DISCIPLINE

 

 

13. That the Athletics Committee shall have power to expel any member. Any member so expelled shall have the right of appeal.

 

 

14. The name and address of any person so expelled from the Association shall be sent to the Secretary of the North of England A.A. and shall be entered by him in a book ( to be called  the “Black Book”) kept for that purpose. Every person whose name has been entered in a Black Book shall be suspended from competing at a meeting held under A.A.A. of England Laws until one year’s subscription, shall have been discharged. The  Secretary,  when sending up a name for entry in a Black Book must send with each name the Post Office receipt for the registered letter or recorded delivery sent to such person or the name will not be inserted.

 

 

DRESS

 

 

15. That the colours and dress shall be: Vests- red with blue and white centre bands;  Shorts- navy blue- and that this dress be worn at all events.

 

 

ACCOUNTING

 

 

16. That the Treasurer shall receive and pay all monies due on account of the Association and all accounts over fifty pounds be submitted to the Finance Committee for approval and sanction before payment. The accounts,  after being duly audited by the Honorary Auditor, or independent examiner be submitted for adoption at the Annual General Meeting.

 

 

17. That the income and property of the Association shall be applied soley to the promotion and furtherance of the objects.

 

COMPETITION

 

 

18. That all members ( first claim and second claim ) shall be allowed to compete in N.S.P. events and entries will be received only from those members whose subscriptions have been paid for the current season.

 

 

19. In N.S.P. races,  Age Groups shall be as those laid down by the A.A. A. of England and the North of England A.A.A.

 

 

20. That a Novice in any section be defined as one who has never won a prize in that particular branch of athletics in which he or she intends competing.

 

 

21. That the entry fee to all N.S.P.events shall be as determined by the Athletics Committee from time to time.

 

 

22. That should the winner of any N.S.P.event break the existing record, they be awarded a certificate.

 

 

23. That the question of whether or not an Open Sports Meeting should be held by N.S.P.  in any year be decided by the Athletics Committee.

 

 

24. Members wishing to claim assistance towards travel expenses when entering Championship events must make application to the Finance Committee before attending the event.
